Shujaa went down 5-19 to Fiji in Pool C action at a rain swept Dignity Health Sports Park on day one of the Los Angeles 7s on Sunday morning.
The Fijians scored three tries and two conversions after Alvin Otieno had scored the opener for Shujaa.
Ponepati Loganimasi, Rokoua Rasaku and Iowane Teba scored for Fiji with Waisea Nacuqu and Iowane Teba converting.
Shujaa must defeat Japan and count on Fiji defeating Japan if they are to reach the cup quarters as they seek to move closer to safety from World Rugby Sevens Series relegation.
